POLITICAL CAREER:

In 1981 was first elected to the Trinidad and Tobago House of Representatives as the United Labour Front (ULF) MP for the constituency of Chaguanas.

· In 1986 was re-elected MP for Chaguanas and was appointed Minister of Planning and Mobilization in the coalition National Alliance for Reconstruction (NAR) Government of Prime Minister Arthur Robinson.

·I served on several occasions as Acting Prime Minister of Trinidad and Tobago in the NAR Government.

· In 2002, joined the UNC and successfully contested the St.Augustine seat in Parliament in general elections that year.

· In 2005, was elected unopposed as political leader of the UNC.

PRESS RELEASE 
 
The Political Leader of the COP, Mr. Winston Dookeran wishes to express his deep concern in relation to the distasteful rush and lack of the requisite transparency in the narrow and restricted Constitutional procedures applied by His Excellency The President in the appointment of the Honourable Mr. Ivor Archie as Chief Justice.
 
In the backdrop of the recent tragedy on the attempted impeachment of the sitting Chief Justice The Honourable Mr Justice Sat Sharma, the Mustill report made this alarming remark " Either he was in the grip of conspirators who for some reason wanted to have the behaviour of the Chief Justice examined by an Enquiry rather than in a criminal court, or at least wanted him to be removed from office without being in peril of prison".
 
The Mustill Tribunal spoke of a conspiracy that was hatched among high officials of the Government and in the judicial system calculated to remove the current Chief Justice from office by orchestrated foul means.
 
Accordingly the principal objective of His Excellency The President in appointing a new Chief Justice should have been to adhere to a wide   consultative-based process which the public will buy into although that is not stipulated in the Constitution. It nevertheless would have had the effect of enhancing the prospects for the rapid restoration of the diminishing trust and confidence in the Judiciary.
 
Apart from my persistent call for an enquiry on these matters of state, the appointment of the new Chief Justice provided a golden opportunity to remove the cloud of "grip of conspirators" now overhanging high officials, but also to introduce a new protocol for the selection of a person as the Chief Justice.
 
The Prime Minister has failed to use the opportunity.
 
Perhaps such a protocol could be the subject for urgent consideration by an ad hoc Joint Select Committee of Parliament meeting in the public domain to arrive at an agreed process that will evoke the much-needed public trust and confidence as well as being acceptable to all communities in our diversity. During that interregnum and since time is not of the essence the Honourable Mr Justice Roger Hamel-Smith could act as Chief Justice.
 
I note that the term of His Excellency The President Professor George Maxwell Richards is up for renewal. In this context the impartiality of The President in exercising his deliberate judgement in the appointment of Mr Justice Ivor Archie may have been compromised or subjected to undue pressure from the Executive who will soon pronounce on his second term of office. His Excellency has both an interest and an obligation in restoring public trust and confidence in the functioning of the Judiciary.
 
The haste with which the appointment was arrived at must provoke deep concern within the citizenship. It is unhelpful in the rehabilitation of a shaken and battered Judiciary and leaves much to be desired.
 
 I am of the view that the departure from observing the tradition of seniority and not appointing The Honourable Roger Hamel-Smith who has acted on several occasions as Chief Justice requires a public explanation from His Excellency The President.

Mr Dookeran, dispite all the hardships in life, never give up faith. One day T&T will wake up and smell the aroma of a failed state under the PNM government.COP will succeed in the future. Keep faith Mr. Dookeran and you will succeed!

I am confident that Mr. Dookeran and COP will regroup and come again fighting ever more fervent in the next election race. COP did not lose but rather people feared change.

It seems that people in T&T dont like or want change. So when you hear them complaining about high cost of living and the high crime rate, let them. Its there own fault.
i voted COP and i will always vote COP. A party of interity. A party with a brillant team like Anand, Prakash, Nicole and others.

Hi Mr. Dookeran. i am so hounoured to be on your profile. i am 23yrs of age and this is the first time i actually took politics seriously because u stood on the grounds of honesty. im proud of COP ...dont ever leave su in the dark...we will continue fighting just as arjuna had to fight the mahabharat war we have to fight this war for the sake of righteousness.

i wouldlike to tell you that all my friends and family voted for you, we were all ready for change, guess some people like how country is being run currently. we are hopin that you dont give up on cop, i strongly believe you will make it. i never voted before but when you came in the picture you gave us hope. all the young folks voted for cop even my neice who is 5,said she voting for cop. people are sayin alot of negative things, like cop wont make it, you should give up but i hope you dont give in to all those nagatives. i believe when you say cop is here and is here to stay.

Mr.Dookeran as the dust has settled and the election is over and as we civic minded citizens really reflect i am sure that some after hearing the results regreted they didnt vote or most of all voted for another party......... However what is done is done......... BUT I MUST TELL YOU YOU AND YOUR PARTY HAVE NOTHING TO BE ASHAMED OF........ As the baby party in this country you made an impact not in the way you may have wanted but you did.........All i can say to you is that you have reached to far to turn back now. you and your members need to regroup , relax and pick up the mantle once again.... if you all stay together as strong as you are you will make in roads in the next election...

Mr Dookeran I am proud of you ,,,, you are a man of integrity and honour and i pray one day our citizens will realise your wisdom and rise to the occassion....

Mr Dookaran Sir, allow me this opportunity to say how very sorry [but not surprised, really] I am that the people are unable or simply unwilling to choose honesty, integrity and fair-play above all the pride and corruptionand glitz that are a 'dime a dozen' in our society today!
There is a saying that 'People get the Government they DESERVE;' and this is what has happened.
Take heart, Sir, you are a GOOD and HONEST man and in the end, these are the qualites that seperate the 'men from the boys' and these are the qualities that the Almighty is pleased with.
May God bless and protect you and your dear family as you face the future with peace in your heart and a firm resolve to overcome ALL obstacles that are placed in your path.
